Library Board

  • The Library Board meets on the 3rd Tuesday of every month at 5 p.m. at the Walker Fire Hall meeting room - 701 Elm Avenue, Walker, MN 56484.

    Sec. 16-19. Creation.
    The city council shall maintain a public library in accordance with Minn. Stats. 134.07. The Walker Public Library shall be a member of the K.itchigami Regional Library System, shall be governed by the K.itchigami Regional Library System Board, and the council shall appoint one of its members to serve on the Kitchigami Regional Library System Board in accordance with Minn. Stats. 134.20.

    Sec. 16-20. Library advisory board.
    (a)      Established. The council shall establish a library advisory board whose duty it shall be to advise the council on library business and conduct such business according to the desires of the council.

    (b)      Members. The library advisory board shall consist of seven members appointed by the mayor and approved by the council. Two members shall be city council members, three members shall be residents of the City of Walker, and two members shall be residents of surrounding communities with an interest in the Walker Public Library. The chair of the board shall be a city council member appointed by the mayor and approved by the council.

    (c)      Terms. All members shall be voting members; city council members appointed to the board by the council shall not have a term limit, and all other members shall serve up to three, three-year terms. The terms shall be staggered.

    A former member of the board can be reappointed after a lapse of one year. Vacancies shall be filled for the remainder of the original term. A member's appointment will be terminated 30 days after a respective property interest expires. In the case that the city receives no qualified applicants and a member whose term has expired is interested in remaining on the board, the mayor, with the approval of the council, may reappoint said member until at which time the city receives a qualified applicant for the seat.

    If a member of the board fails to attend at least three consecutive meetings of the board without reasonable cause and notification, the Board shall declare the position vacant and notify the Mayor.

    Any member may be removed by the mayor with the approval of the Council for cause after a hearing.

    (d)      Offices. A vice-chair and secretary of the board should be elected each February. The vice-chair shall assume the duties of the chair in the event of an absence. The secretary shall keep an accurate record of the proceedings of the board meetings and submit draft minutes to the Walker City Administrator for inclusion in the Walker City Council agenda and packet.
